The Council of Ministers of the Nile Equatorial Lakes Subsidiary Action Program (NELCOM), a highest NELSAP Governance composed of Ministers in charge of Water Affairs in the NEL countries and the Technical Advisory Committee (NELTAC) will respectively hold their 18th NELCOM and 26th NELTAC ordinary meetings from 11th to 13th October, 2015 at Imperial Resort Beach Hotel in Entebbe, Uganda.
This high level meeting will be officially opened by the NELCOM Chair, the Minister of Water and Environment, Uganda, Hon. Prof. Ephraim Kamuntu. NELCOM meeting will analyze the implementation status of NELSAP Program in general as well as its investment projects in particular for the period between July 2014 and June 2015. The NELCOM will be preceded by the NELTAC, a governance structure composed of Directors of Transboundary Water Resources from Ministries of Water Affairs of NEL countries which supervises the work of NELSAP and supports and advises the NELCOM on matters related to NELSAP.
It is the tradition of NELSAP/Nile Basin Initiative to annually rotate the NELSAP governance among Member States in alphabetical order (Burundi, DR Congo, Egypt, Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania and Uganda). Therefore, the position of NELCOM chair rotates each year. The chairmanship of the NELCOM will change from Uganda to Burundi. The Minister of Water in Burundi will take over the chair from Hon. Minister of Water and Environment, the Republic of Uganda.

The Nile Basin Initiative (NBI) established two Subsidiary Action Programs: the Nile Equatorial Lakes Subsidiary Action Program (NELSAP) based in Kigali, Rwanda and the Eastern Nile Subsidiary Action Program (ENSAP) located in Addis Ababa, Ethiopia as investment programs. 

NBI, NELSAP and ENSAP are guided by a Shared Vision: ‘To achieve sustainable socio-economic development through equitable utilization of, and benefit from, the common Nile Basin Water resources’.
NELSAP member countries include Burundi, Democratic Republic of Congo (DRC), Egypt, Ethiopia, Kenya, Rwanda, South-Sudan, The Sudan, Tanzania and Uganda. The NELSAP mission is to “contribute to the eradication of poverty, promotion of economic growth, and reversal of environmental degradation” in the Nile Equatorial Lakes Region.
The Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) is mandated to “facilitate, support and strengthen the identification, preparation and implementation supervision processes for NELSAP investments projects for the benefit of all riparian countries’ in power development and trade and water resources management and development.
NELSAP Program has the Power Development and Trade and Water Resources Management and Development Sub-Programs tasked with identifying and preparing investment projects for the benefits of the riparian countries.
